General Information

American Samoa will vote on a referendum to amend their constitution to allow for the Legislature to unilaterally override vetoes of bills made by the Governor via 2/3rds vote. Currently, the Legislature can only override vetoes after receiving the approval of the United States Secretary of the Interior. 

 

  • Chief of State: President Joseph R. BIDEN, Jr. (since 20 January 2021) 

  • Head of Government: Governor Lemanu Peleti MAUGA (since 3 January 2021) 

  • Assembly: bicameral Legislature (Fono) with 18-seat Senate and 21-seat House of Representatives. 

 

  • The President is elected by the Electoral College of the United States of America to a 4-year term. 

  • The Governor is elected via absolute majority vote in 2 rounds to a 4-year term. 

  • All 18 members of the Senate are indirectly elected by regional governing councils to 4-year terms. 

  • 14 of 21 members in the House of Representatives are elected via plurality vote in single-seat constituencies. 6 of 21 members are elected via plurality vote in two-seat constituencies. The remaining 1 member is decided by public meeting on Swains Island. All members of the House of Representatives serve 2-year terms.
