General Information

  • All 150 seats in the Georgian Parliament 

 

  • Chief of State: President Salome ZOURABICHVILI (since 16 December 2018) 

  • Head of Government: Prime Minister Irakli KOBAKHIDZE (since 8 February 2024) 

  • Assembly: unicameral Parliament (Sakartvelos Parlamenti) with 150 seats 

 

  • The President is elected by absolute majority to serve a 5-year term. If the leading contestant does not secure 50 percent of the votes, a run-off will be held between the top two candidates. 

  • The Prime Minister is nominated by Parliament, then appointed by the President. 

  • All 150 members in the Parliament are elected through a nationwide closed-list proportional representation (PR) system. They are elected to 4-year terms. 

 

In the 2020 Parliamentary election, Georgian Dream (ქართული ოცნება) won a majority with 90 seats. Voter turnout was 57%.

New/Unique in this Election: 

There are several major changes to Georgian electoral law and procedure that will impact this election. The constitutional reforms of 2017 have resulted in significant changes to the electoral system, especially moving from direct to indirect election of the president and from a mixed electoral system to a fully proportional one for the Parliament. Decree No. 07/2023 established procedures for electronic voting, and the CEC has conducted information campaigns to familiarize voters with electronic voting machines ahead of the election. In June 2024, Parliament abolished mandatory gender quotas for party lists (formerly, one in four list members had to be women). Notably, this is also the first national election since the passage of the controversial Law on Transparency of Foreign Influence in May 2024, known for its requirement that any media or non-governmental entity register as an “agent of foreign influence” if they receive more than 20% of their funding from international actors.  Also referred to as the “foreign agents law,” the law has sparked widespread protests in Georgia.
