At Stake in this Election:

Government Structure: 

  • Chief of State: President Teodoro OBIANG Nguema Mbasogo (since 3 August 1979) 

  • Head of Government: Prime Minister Francisco Pascual Eyegue Obama Asu (since 23 June 2016) 

  • Assembly: Bicameral legislature consisting of a 100-member Chamber of Deputies and a 70-member Senate 

Electoral System: 

  • The president is elected by a first-past-the-post system. They are elected to five-year terms. 

  • The prime minister is appointed by the president.* 

  • The 100 members of the Chamber of Deputies are elected by closed-list proportional representation from 19 multi-member constituencies. They are elected to five-year terms. 

  • The 70 members of the Senate are elected to five-year terms. 55 of them are elected from the same 19 constituencies, while 15 are appointed.  

*In 2011, a constitutional referendum enacted a 2-term limit for the office of the Presidency.1  President Teodoro Obiang Nguema Mbasogo was grandfathered into that clause, allowing him to run for two more terms after the referendum was passed. This Presidential election will be for his second term under this new clause. The 2011 referendum also included a lifting of the age limit for the office, and created the institution of the Vice President. Many suspect this new office was created to allow Obiang’s son to succeed him.
