About the referendum:
There are four provisions in the referendum, listed in order below:
- The first would replace the powers of the National Council of Judges (Consejo Nacional de la Magistratura) with an elected body, the National Board of Justice (Junta Nacional de Justicia, JNJ). This provision details the powers of the JNJ, including the power to appoint judges and district attorneys at all levels.
- The second would change the political finance regulations under the constitution, establishing administrative, civil, and penal sanctions for financing from illegal sources.
- The third would prevent members of parliament from standing for immediate re-election for the same seat they already hold.
- The fourth would establish a bicameral legislature composed of a Senate with 50 seats and a Chamber of Deputies with 130 seats. The provision includes the functions of each chamber and requirements to run for office.
