- In the National Congress (Congreso Nacional) 128 members are elected through an open-list proportional representation system to serve 4-year terms. The elections are held in 18 constituencies, which correspond to the 18 departments. Seats are apportioned to each department in proportion to population. District magnitudes range from 1 to 23 and where the district magnitude is one, the election is by plurality. The Hare quotient is used for seat allocation
