- Chief of State: President Slobodan MILOSEVIC
- Head of Government: Prime Minister Momir BULATOVIC
- Assembly: Serbia and Montenegro has a bicameral Federal Assembly (Savezna Skupstina) consisting of the Chamber of Republics (Vece Republika) with 40 seats and the Chamber of Citizens (Vece Gradjana) with 138 seats.
Description of electoral system:
- The President is elected by parliament to serve a 4-year term.
- Prime Minister is appointed by the president.
- In the Chamber of Republics (Vece Republika) 40 members are elected by proportional representation to serve 4-year terms*. In the Chamber of Citizens (Vece Gradjana) 138 members are elected by proportional representation to serve 4-year terms.**
* Voters in Serbia elect 20 members and voters in Montenegro elect 20 members.
** Members are elected according to the d'Hondt method.
Voters in Serbia elect 108 members and voters in Montenegro elect the remaining 30.
